It is a sensitivity analysis of different amounts of radioactive releases and an SST1 release is now generally considered not a credible accident ( see below ).

The conclusions of this study estimated the possible effects of a " maximum credible accident " for nuclear reactors then envisioned as being 3400 deaths, 43, 000 injuries and property damage of $ 7 billion ( $ 57bn adjusted for inflation in 2012 since 1957 ).

David Chatfield, regional director of the San Francisco office of Greenpeace, warned that " moving this kind of highly radioactive material through an urban area, in containers that don't meet credible accident conditions, in ships that stop at multiple ports, is a terrible way to dispose of waste ."
4.
The conclusions of the US EPA study of the Draft WASH-1400 acknowledges the role of Ref 1 and its criticism of the Maximum Credible Accident approach used by AEC . MCA sets the reliability target for the containment but those for all other safety systems are set by smaller but more frequent accidents and would be missed by MCA.
